Deadly Kids, Deadly Futures: Queensland’s Aboriginal and Torres Strait Islander child ear and hearing health framework 2016-2026.

This ten-year framework outlines a commitment to prevent and manage the impacts of middle ear disease for Aboriginal and Torres Strait Islander children and young people in Queensland through the combined efforts of the health, early childhood and education sectors.

It addresses three priorities:

  • health promotion and disease prevention
  • primary healthcare
  • early intervention.

The framework includes a ten-year implementation plan that has been developed and endorsed by the Queensland Government, the Aboriginal and Torres Strait Islander community controlled health sector and other government and non-government agencies. Key features of the implementation plan include:

  • 36 actions related to health promotion and prevention, service improvements, workforce development and data collection and research
  • 8 performance targets to track progress until 2026.

Each year an annual action plan will be released outlining the specific activities service providers and partners will undertake. Progress will be monitored and published annually, and a multi-sector steering committee will be responsible for implementing the framework.

High school outreach in remote northwest Queensland.

This report was produced as part of the Science and Youth Minds: Youth Engagement in Skin Health project, which aimed to inspire young aspiring scientists and medical professionals by promoting the importance of medical research and health-related professions in an integrated school education and capacity building program.

Focusing on skin health, the project included the development and delivery of science workshops to senior high school students in remote areas of Queensland (Qld) during 2014 and 2015.

The report provides information about the project, and highlights:

  • remote engagement
  • health science workshops at remote schools
  • QIMR Berghofer laboratory work experience
  • benefits and outcomes
  • conclusions and recommendations.

The project was a collaboration between the Lowitja Institute and QIMR Berghofer Medical Research Institute.

Sad news, sorry business: guidelines for caring for Aboriginal and Torres Strait Islander people through death and dying.

This document provides general guidance for carers of Indigenous Australian people faced with death.
The guidelines take into account that for many Indigenous people, the times before death, of death and following death, are subject to a number of customary practices.

The first part of these guidelines covers cultural competence for health workers, including verbal and body language, building rapport, and the roles of Indigenous hospital liaison officers and Indigenous health workers.

The second part of these guidelines covers caring for Indigenous patients and their families during the patient's final stages of life. Topics are:

  • diagnosis and information
  • the gathering: preparation for death
  • time of death
  • sad news, sorry business: time after death
  • postponing the burial
  • financial barriers
  • traumatic or sudden death
  • open disclosure
  • coronial investigations
  • resource list.

The guidelines are intended for Queensland Health staff, but may be a useful resource for workers in other parts of Australia. The guidelines acknowledge that customary practices about death vary for different groups of Indigenous people, and that any document can provide general guidance only.

This report presents estimates of fatal burden for Aboriginal and Torres Strait Islander Australians for 2010 produced as part of the Indigenous component of the Australian burden of disease study.

Fatal burden is measured in years of life lost, which is the sum of the number of years of life lost due to premature death from disease and injury. Fatal burden estimates presented in this report are described for the Aboriginal and Torres Strait Islander population for broad disease groups, by age and sex. Estimates of the 'gap' in fatal burden between Indigenous and non-Indigenous Australians are also reported, together with selected sub-national estimates (selected states and territories, remoteness and socioeconomic disadvantage).

The Australian Institute of Health and Welfare will release a more comprehensive report on the burden of disease for Aboriginal and Torres Strait Islander peoples in 2016. It will update and extend this report with 2011 estimates of fatal and non-fatal burden for more specific causes, as well as the burden attributable to selected risk factors.

PEACH adaption project for Aboriginal and Torres Strait Islander families: final report (phase 1).

This report outlines the findings of the Parenting and eating for child health program (PEACH) phase one review conducted by the Queensland University of Technology's School of Exercise and Nutrition Services.

This report describes processes used to engage peak Queensland Indigenous health services, the outcomes of consultations and a set of recommendations for increasing the participation of Aboriginal and Torres Strait Islander families in the PEACH program.

The key findings of this project are informed by three sources, the literature, project steering committee consultations and interviews with Aboriginal and Torres Strait Islander families who have participated in the mainstream PEACH program.

This paper draws together current research relating to the impacts of meth/amphetamine, other drugs and alcohol use in rural and remote Aboriginal and Torres Strait Islander communities in northern and northeast Queensland. It aims to address the following questions:

  • What evidence is there that meth/amphetamine, in particular crystal meth/amphetamine ('ice'), is being used in these communities?
  • What are the behaviours, symptoms and signs of meth/amphetamine use that service providers observe in these regions?
  • If 'ice' is being used, who is using it and what are the impacts?

The paper also provides recommendations to the Queensland Government aimed at preventing any future increase in 'ice' usage in this region.

The road is made by walking: towards a better primary health care system for Australia's first peoples.

This research report is a study of planned reforms in primary health care (PHC) for Aboriginal and Torres Strait Islander communities in the Northern Territory (between 2009 and 2014) and Cape York, Queensland (between 2006 and 2014). In both places the intention of the reforms was twofold: to establish a regional system of PHC provision with reliable access to care for all Aboriginal communities in the regions and to increase community control of health care by transferring some, or all of the responsibility for providing PHC from government health authorities to regional Aboriginal community controlled health organisations.

The study aimed to provide a coherent description of reforms in PHC for Aboriginal and Torres Strait Islander communities in the Northern Territory and in Cape York, Queensland, and an analysis of what helped and what got in the way of progress, and what might be done differently in the future.

The study considered implications for future development, in particular in regionalisation, for governance and stewardship, and in funding, contracting and accountability. It proposed six essential elements of substantive change that should be addressed in future work to develop a regional system of community controlled PHC for Aboriginal and Torres Strait Islander communities.

This report provides a summary of the key themes identified at the Healing Foundation's healing gathering, Iling Sidaun, which was held on Thursday Island, Queensland, in May 2014.

The gathering was an opportunity for community members to share their stories, identify the causes of disharmony in the community, articulate healing needs and aspirations and suggest ways to achieve their healing objectives.

The Family Business: improving the understanding and treatment of post traumatic stress disorder among incarcerated Aboriginal and Torres Strait Islander women.

This report presents the findings from the Family wellbeing research program. The research examined post-traumatic stress disorder (PTSD) among Aboriginal and Torres Strait women in custody, the extend of PTSD among this population and its impact on the women's mental health and wellbeing. Recommendations for the identification and treatment of PTSD in custodial settings are also presented.

Factors contributing to PTSD for this group of women, included in this report, were:

  • trauma
  • suicide
  • culture
  • transition into community.

The report was produced by the Queensland Forensic Mental Health Service with funding from beyondblue.

This is the final report of a series of six research reports prepared for the Department of Families, Housing, Community Services and Indigenous Affairs (FaHCSIA) over the last two years on Indigenous homelessness in regional Australia.

The overall aim of the research was to assess the appropriateness and effectiveness of regional service responses in responding to Indigenous homelessness. The research examined Indigenous homelessness in Australian regional cities and explored a range of service responses that have been developed for homeless and public-place dwelling Indigenous people in selected regional centres.

This report integrates and summarises all five of the earlier reports and discusses the policy, program and practice implications of the findings. The case studies include:

  • the Jimaylya Topsy Harry (homeless) Centre in Mt Isa, Queensland
  • a women's refuge in Tennant Creek, Northern Territory
  • a comparative study of cross-agency approaches to Aboriginal homelessness services in the Mid-west region of Western Australia.

Cape York welfare reform: evaluation 2012.

The Cape York welfare reform (CYWR) was established to address deteriorating social and economic conditions in Cape York Indigenous communities. It was trialled in the four communities of Aurukun, Coen, Hope Vale and Mossman Gorge. The policy reform focused on initiatives in the areas of social responsibility, education, economic opportunity, and housing with the objectives of rebuilding social norms, re-establishing Indigenous authority, increased involvement in the real economy, and moving community members and their families away from social housing into their own homes. This report is the final evaluation of the CYWR. The framework for the evaluation included the following questions:

  • was the trial implemented as agreed
  • did social norms and behaviours change as intended
  • has governance and service delivery supported these intended changes.

This report describes how the reforms were implemented, the timelines, what was not implemented, and the impact of the CYWR on the communities participating in the trial.

Australian trachoma surveillance report 2012.

This report contains trachoma screening and management data for 2012 from the Northern Territory (NT), South Australia (SA), Western Australia (WA) and Queensland (Qld). A total of 195 (96%) of 204 designated at-risk communities were screened for trachoma during 2012, and data were analysed by region.

Children from 0-14 years were assessed for clean faces and active trachoma and adults aged 40 years and older were screened for trichiasis. Health promotion activities were also recorded.

Important findings from this report include:

  • an increase in screening coverage of communities in WA, SA and NT
  • a decrease in the national prevalence of trachoma in the 5-9 year age group, from 7% in 2011 to 4% in 2012
  • no active trachoma was detected in Queensland.

Trachoma surveillance and management has been undertaken since 2006 guided by the Communicable Disease Network of Australia (CDNA) Guidelines for the public management of trachoma in Australia 2006.

  • building the capacity of government staff for community development through the development of practice guidelines
  • getting a better understanding of the local operating context.

This two-page colour pamphlet provides rural placement students and health practitioners with practical tips about how to engage respectfully with Indigenous patients and colleagues in Mount Isa, Queensland. The tips in the pamphlet include:

  • do understand cultural time frames (Murri time) and be prepared to be flexible
  • do wear appropriate clothing
  • don't use inappropriate language (e.g. too much jargon or 'big words')
  • don't speak down or be condescending
  • don't make promises you can't keep.

The pamphlet was produced by the School of Medicine and Dentistry at James Cook University (JCU), in collaboration with the Mount Isa Aboriginal and Torres Strait Islander Reference Group (MIATSIRG). The aim of the MIATSIRG is to support JCU in delivering their services to Indigenous communities in a culturally appropriate manner, and to improve how JCU engages with Indigenous communities. Some of the general information in the pamphlet may be useful for health practitioners working in Indigenous settings outside of Mount Isa.

This report presents research undertaken by Queensland Health on the blood lead levels of children between one and four years of age living in Mount Isa, Queensland. It is a follow up study to one completed in 2007. The aim of the current study was to continue the monitoring of blood lead levels in this age group. The results revealed a significant decline between study surveys, however for Indigenous children, on average, they have higher blood lead levels. The report discusses the implications of the results.

This report describes the findings of a study into the incidence, nature, and outcome of contact with the juvenile justive system, for a cohort of 8,236 young people aged 10 to 16 years in Queensland between 2000 and 2007. The study was designed to assess whether greater use of diversionary measures, as opposed to formal sanctions, would reduce over-representation of Indigenous juveniles within the juvenile justice system. The study comprised three primary research topics: the amount/extent of contact with the juvenile justice system; processes used; and the impact of police diversion on further contact with the juvenile justice system. The study's findings indicate that Indigenous juveniles come into contact with police earlier, at a more frequent rate and are less likely to be diverted to informal measures than non-Indigenous juveniles.
