Patient Perspectives: Hospital care for Aboriginal people.

This report provides system-wide and detailed information about Aboriginal patients' experiences of hospital care in New South Wales (NSW). It summarises the responses of 2,682 Aboriginal people who completed the NSW Adult Admitted Patient Survey in 2014, following discharge from a public hospital.

The report compares results between Aboriginal patients and non-Aboriginal patients, as well as between Aboriginal groups across the state. In general, survey questions about directly observable elements of care such as physical environment and comfort, safety and hygiene were answered similarly by Aboriginal and non-Aboriginal patients. In contrast, for questions that focused on interpersonal or relational aspects of care - such as respectfulness of staff and delivery of comprehensive and whole-person care - there were marked differences between Aboriginal and non-Aboriginal patients' responses. The report was produced by the NSW Bureau of Health Information (BHI).

This report highlights the issues raised from the Healing forum held in New South Wales (NSW) in July 2014. The Healing forum brought together more than 200 delegates, representing 68 organisations, as well as Aboriginal leaders, to share experience and understanding of trauma and healing in NSW Aboriginal communities.

The discussions from the forum were focused around four themes outlined in this report:

  • Aboriginal perspectives on healing
  • Why healing is needed?- issues that impact on healing
  • strategies that support healing
  • the role for government in healing.

This report presents estimates of fatal burden for Aboriginal and Torres Strait Islander Australians for 2010 produced as part of the Indigenous component of the Australian burden of disease study.

Fatal burden is measured in years of life lost, which is the sum of the number of years of life lost due to premature death from disease and injury. Fatal burden estimates presented in this report are described for the Aboriginal and Torres Strait Islander population for broad disease groups, by age and sex. Estimates of the 'gap' in fatal burden between Indigenous and non-Indigenous Australians are also reported, together with selected sub-national estimates (selected states and territories, remoteness and socioeconomic disadvantage).

The Australian Institute of Health and Welfare will release a more comprehensive report on the burden of disease for Aboriginal and Torres Strait Islander peoples in 2016. It will update and extend this report with 2011 estimates of fatal and non-fatal burden for more specific causes, as well as the burden attributable to selected risk factors.

Stay strong and healthy: pregnancy resources for Aboriginal women (2015)

This resource package is part of a suite of health promotion resources for Aboriginal women and their families which aim to raise awareness about alcohol and other drugs and mental health issues during or following pregnancy. The materials promote the importance of staying healthy and avoiding alcohol and other drugs at this time. The Stay strong and healthy resource package includes:

  • posters promoting Aboriginal women's health during pregnancy and after the baby is born
  • postcards for Aboriginal women that promote the availability of professional services and the role of friends and family in supporting pregnant women and women with young babies
  • a 16 page booklet with pictures that tells the story of a young Aboriginal woman who gets pregnant, and the healthy choices she and her partner make
  • a series of videos for health consumers and professionals
  • Stay strong and healthy on Facebook; provides health information on pregnancy, looking after a new baby, drugs and alcohol and coping with feeling down.

Jurisdictions identified 160 remote Aboriginal communities as being at risk or potentially at risk of endemic trachoma. Since 2012, the number of 'at risk' communities has decreased marginally in the NT, and decreased substantially in SA and WA.

This report outlines research undertaken by Alzheimer's Australia NSW (AlzNSW) in 2011 that sought to identify the service and support requirements of people with younger onset dementia and their families in New South Wales.

Younger onset dementia is defined as dementia which occurs before the age of 65 years and under 50 years for Indigenous people, and it is recognised that people with younger onset dementia have service requirements that differ from those of older people with dementia.

This research collected data from people with younger onset dementia, their family members and carers, and service providers, using roundtables, interviews and surveys. The findings describe the experiences of people with younger onset dementia and that of their families and carers, and are presented in three parts:

  • identifying younger onset dementia
  • experience of support services, and
  • services in the later stages of dementia.

The report concludes with a discussion of the implications of the findings for policy and presents strategies to address key areas of need.

This reconciliation action plan (RAP) is the first for Cancer Council, NSW in which they aim to establish a solid foundation of respect, and begin to develop relationships across NSW. In twelve months time, they will develop a second RAP, which will cover a three-year period. Through this process, they aim to display ongoing commitment to respect, and promote Aboriginal culture, rights and perspectives.
Following the nationally recommended model developed by Reconciliation Australia, Cancer Council NSW established a strategic working group in 2010, comprised of key staff members from all divisions. They also identified a larger number of individuals across the organisation with a commitment to Aboriginal health and engagement issues. These people led the 'Yarn up' consultation process, resulting in the first RAP.

This report presents the findings from the Alcohol action in rural communities project (AARC) conducted in 2005 - 2012. It evaluated the effectiveness of community action approaches to reducing risky alcohol consumption and related-harms in 10 communities across rural New South Wales, using 13 tailored strategies implemented over 5 years.

The project demonstrated that the benefits of implementing community action outweigh the associated costs of such action. Findings included:

  • 24% reduction in alcohol-related street offences
  • 8% reduction in assaults
  • 31% reduction of short-term high-risk drinkers.

The AARC project was a partnership between local communities, local government, government agencies, the Universities of New South Wales and Newcastle, and the National Drug and Alcohol Research Centre (NDARC), with funding provided by the Foundation for Alcohol Research and Education (FARE).

The Indigenous diabetic foot program (IDFP) provides educational programs for both Indigenous Health Workers (IHWs) and Indigenous patients who have diabetes. Components of the program include information on foot complications of diabetes, encouraging self-care and a screening tool for identifying those at high risk of foot complications (DART). This evaluation assessed the effectiveness of the education program for IHWs by measuring the knowledge gained by the IHWs and the integration of the screening tools into clinical practice.

Results showed that after the workshop IHW participants had increased their knowledge levels, and that this knowledge was sustained over at least a six month time period. Of particular note, the lowest score in the six month follow-up knowledge questionnaire was higher than the highest score in the pre-workshop knowledge questionnaire.

The study also found that while the participants found the IDFP to be beneficial, the uptake and implementation of the screening program was low (55%).

The government healthy eating campaigns to combat the ‘gap' in health status between Indigenous and non-Indigenous Australians have tended to assume that the poor diets of Indigenous Australians and their subsequent poor health outcomes are because of their lack of knowledge about what foods are healthy. But lack of education is not always the problem. For many residents of remote communities it is the problems with supply and affordability of produce that limit the opportunities to consume fresh fruit and vegetables on a regular basis.

In 2006 the Rudd Government established a company called Outback Stores, to manage remote community stores on behalf of Indigenous communities. The purpose was to address poor management practices and reduce uneconomic cultural practices, which can result in the stores selling goods at high prices or providing inferior products and poor service.

In this report Sara Hudson, Policy Analyst in the Indigenous Affairs Research Program at The Centre for Independent Studies, discusses the impact of the Outback Stores on remote communities. She argues that the government involvement in Outback Stores has created an unequal playing field that stifles competition, and makes it more difficult for independent community stores to keep operating. She suggests that Outback Stores should not be allowed to operate in communities of over 500 residents and that government intervention into remote stores should be confined to monitoring and regulating stores practices.
