This report was written for the First Peoples Disability Network of Australia. The report uses data from the 2011 census to draw conclusions about the geographic distribution of disability in the Indigenous population and discusses the implications of the National Disability Insurance Scheme (NDIS) in relation to the geographic distribution.

This is the fourth report under the auspice of the Australian Health Ministers' Advisory Council to measure progress against the Aboriginal and Torres Strait Islander health performance framework (HPF). The framework has become one of the key means of monitoring progress in Closing the gap between Indigenous and other Australians. It was reviewed and revised in 2011 and now includes 68 key measures (previously 71 measures) under the following tiers:
- Tier 1-Health status and outcomes: measures the prevalence of health conditions including disease or injury, human function, life expectancy, wellbeing and deaths.
- Tier 2-Determinants of health: measures of the determinants of health, including socioeconomic status, environmental factors and health behaviours.
- Tier 3-Health system performance: measures of the health system, including effectiveness, responsiveness, accessibility, continuity, capability and sustainability.
The aim of the report is to promote accountability, inform policy and research, and generate informed debate. The report includes an overview of current national policies and strategies, and data analysis for each of the three tiers.

The Younger people with disability in residential aged care: 2010-11 report examines the outcomes of the Younger people with disability in residential aged care (YPIRAC) 5-year program. The program aims to reduce the number of people with disability under the age of 65 living in residential aged care. The report presents information on the people who were provided with support under the YPIRAC initiative and the services they received during the period 1 July 2010 to 30 June 2011. The report found that one in ten people that accessed the YPIRAC service were Aboriginal or Torres Strait Islander who were more likely to be men, live in regional, remote or very remote areas, primarily report a disability of acquired brain injury and live in supported accommodation.

The Disability 2010-11: comparing performance across Australia report is the third report on the National disability agreement. The National disability agreement has three outcomes which aim to achieve the objective that people with disability and their carers have an enhanced quality of life and participate as valued members of the community. This report is the first report that has been able to examine the progress of the outcomes within a range of indicators over time.
One of the key findings of this report was that nationally the employment to population ratio for people with disability remained unchanged and was significantly lower than people without disability. Western Australia was one of the exceptions as it was reported to have significantly increased it's employment to population ratio for people with disability.
It was reported that there was a small increase in the use of state and territory disability support services. There was also an increase in the use of open employment services by Indigenous people, but the supported employment services remained constant.

This report draws on the Report on government services 2012 to present data specific to the Aboriginal and Torres Strait Islander population. It reports on the delivery of mainstream services to Indigenous people including services for:

- housing and homelessness.
Performance reporting focuses on the degree to which objective for a service is met. The report details the objective (outcomes) for each services stated and the performance indicators measuring the achievement of each objective.

This is the third report developed under the auspice of the Australian Health Ministers' Advisory Council to measure progress against the National strategic framework for Aboriginal and Torres Strait Islander health as well as the more recent measures introduced under Closing the gap national partnerships.
The performance framework reports on the three tiers of health:
- health status and outcomes: this includes measures of prevalence of disease or injury, human function, life expectancy and wellbeing
- measures of the health determinants: this includes socioeconomic status, environmental factors and health behaviours
- health system performance: this includes effectiveness, responsiveness, accessibility and sustainability.
Major findings of the report include:
- a significant decline in Indigenous deaths due to avoidable causes
- narrowing of the mortality gap
- reduction in infant mortality
- chronic diseases are a continuing concern, contributing to two thirds of the health gap between Indigenous and non-Indigenous Australians
- there were slight reductions in literacy and numeracy gaps between Indigenous and non-Indigenous students
- risky behaviours, such as smoking and lack of physical activity, were continuing concerns among Indigenous people
- access to, and utilisation of medical services is less than expected given higher levels of illness
- access to medical services is more difficult in remote than non-remote areas.

The Caring for older Australians: inquiry report follows the Government's request for the Productivity Commission to develop detailed options for redesigning Australia's aged care system in order to meet the challenges facing it in coming decades. The report includes the Commission's recommendations along with a summary of the reforms proposed based on consultations with older Australians, their carers, aged care providers, government agencies and other interested parties. The report also provides an overview of the diversity in the demand for aged care services with a chapter on evaluating how well aged care services are being delivered in ways that meet the needs and preferences of clients from specific groups, including Indigenous people. Principles of a reformed aged care system identified as critical to the establishment of culturally secure services specific to Indigenous Australians included factors relevant to attracting and retaining Indigenous workers to provide culturally appropriate services, use of culturally appropriate assessment tools, and support to develop service capacity appropriate to meet Indigenous clients specific needs.

The Environmental Health Needs Survey was conducted over 2007 and 2008 and is the third survey in a series which surveyed housing, services, utilities, community infrastructure and the immediate living environment in discrete Aboriginal communities in Western Australia. Data collected related to over 15,000 residents from 232 communities. This publication reports the outcomes of this survey and provides a comparison with the outcomes of the 1997 and 2004 surveys.
The survey was conducted by environmental health practitioners who work with and in discrete Aboriginal communities. The practitioners visited the communities to survey existing infrastructure. Information was also collected about levels of community satisfaction and any concerns with the provision of essential, municipal and allied services which influenced and affected environmental health in the communities.
The core environmental health and infrastructure issues covered in the report were:
- water
- electricity
- housing
- solid waste disposal
- sanitation
- dust
- dog health programs
- emergency management
The report provides an evidence base which highlights the continued environmental health issues faced by many of the communities who participated in the survey. It is the foundation for the future direction of service plans and delivery in discrete communities.
