Australian Burden of Disease Study: fatal burden of disease in Aboriginal and Torres Strait Islander people 2010.

This report presents estimates of fatal burden for Aboriginal and Torres Strait Islander Australians for 2010 produced as part of the Indigenous component of the Australian burden of disease study.

Fatal burden is measured in years of life lost, which is the sum of the number of years of life lost due to premature death from disease and injury. Fatal burden estimates presented in this report are described for the Aboriginal and Torres Strait Islander population for broad disease groups, by age and sex. Estimates of the 'gap' in fatal burden between Indigenous and non-Indigenous Australians are also reported, together with selected sub-national estimates (selected states and territories, remoteness and socioeconomic disadvantage).

The Australian Institute of Health and Welfare will release a more comprehensive report on the burden of disease for Aboriginal and Torres Strait Islander peoples in 2016. It will update and extend this report with 2011 estimates of fatal and non-fatal burden for more specific causes, as well as the burden attributable to selected risk factors.

This report provides information on the Keeping our mob healthy in and out of prison: exploring prison health in Victoria to improve quality, culturally appropriate health care for Aboriginal people research project.

The project aimed to explore ways to improve continuity of care for Aboriginal people in Victorian prisons, and identify ways to improve relationships and partnerships with Aboriginal Community Controlled Health Organisations (ACCHOs) and prison health services.

Some key recommendations from the report include:

  • increase involvement of Aboriginal Health Workers during prisoner arrival
  • increase opportunities for prison health workers to develop rapport with Koori prisoners
  • offer placement opportunities in prison health services for training Aboriginal health professionals
  • develop a transition health model for Aboriginal prisoners to improve continuity of care.

The report was produced by the Victorian Aboriginal Community Controlled Health Organisation with funding from the Justice Health Unit and the Koori Justice Unit within the Victorian Government Department of Justice.

Nexus Victorian Dual Diagnosis Initiative (2015)

Our reflection place: Naanggabun Yarning: Aboriginal peer reflection and supervision model and framework.

This model and framework came about from various stories collected through Aboriginal workforce development projects over a ten year period. These included:

  • An introduction to dual diagnosis for Aboriginal workers
  • Our healing ways research
  • Best practice manual for working with mental health and alcohol and other drugs issues
  • SuperVision: a culturally relevant model for Aboriginal workers.

These projects lead into the development of the Naanggabun yarning project and the framework for peer reflection and clinical or practice SuperVision.

Three programs were structured to train participants how to use the cultural model and framework, culturally relevant ethics and guiding principles, these were the:

  • Peer group reflection
  • One on one peer reflection
  • Cultural framework for clinical supervisors of Aboriginal staff.

Over one hundred and twenty staff completed these training programs by the time the Naanggabun yarning project ended in May 2015. The participants who completed this training validated the cultural relevance of the model and framework, it was seen as a 'wellbeing tool that should be in all Aboriginal organisations'.

The Victorian Closing the gap in health outcomes initiative is one component of Victoria's contribution to the national efforts to 'close the gap' in Indigenous disadvantage. It was established in 2009-10 and concluded in June 2013. Urbis was commissioned by the Victorian Department of Health to undertake the evaluation of the initiative over the three-year period from 2010-2013. The evaluation focused on four key questions:

  • how effectively the initiative has been implemented in Victoria
  • the extent to which the targets have been achieved
  • whether current projects represent the most appropriate, effective and efficient means for achieving these goals
  • the extent to which a community-driven approach has been adopted and effective in the regional implementation of the initiative.

This report is the final evaluation report for the initiative and provides a summative analysis of the initiative, its effectiveness, appropriateness, impact and outcomes. This report:

  • discusses the Victorian and national approaches to 'closing the gap' in health, providing the policy context and structures supporting the initiative
  • presents findings of the evaluation, under the headings of the five Council of Australian Governments priority areas
  • discusses key achievements, the impact of the initiative on system and structural changes, and lessons learned from the initiative
  • provides a concluding analysis of the contribution made by the initiative to closing the gap, as well as responses to the four key evaluation questions, and recommendations for the future.

Dr Damien Howard's presentation to the Victorian Bar explains how hearing loss impacts on justice and offender rehabilitation.

Key aspects of improving communication include:

  • informing people of topic changes
  • watching for facial and body language cues to misunderstanding
  • avoiding jargon and technical terms
  • using amplification devices, as appropriate

This report outlines Onemda's evaluation of the New model of care program. The program was established by The Royal Children's Hospital (RCH) in Melbourne and implemented by the Wadja Aboriginal Family Place. It aims to improve Aboriginal patient access to hospital services and to provide culturally appropriate care. The program arose from hospital and community concerns that more still needs to be done to improve the health of Aboriginal children.

The New model of care program involves five components:

  • implementation of case management for all Aboriginal patients with complex medical and social needs
  • establishment of a weekly general medical clinic for Aboriginal children, which provides medical, social, cultural and emotional assessment
  • development of a cross-cultural education program for all RCH staff
  • capacity building for staff at Wadja through professional development, and for the broader RCH staff and environment, to create a culturally competent hospital
  • consolidation of formal partnerships between RCH and Aboriginal community-controlled organisations.

The evaluation supported this program, and provided recommendations for each of the five components.

This literature review informs the Victorian Aboriginal Community Controlled Health Organisation's (VACCHOs) research project 'Goreen Narrkwarren Ngrn-toura - Healthy Family Air' (Reducing Smoking amongst Pregnant Aboriginal Women in Victoria: An Holistic Approach) funded by the Victorian Department of Health. The review includes information on: what is known about why Indigenous women smoke before, during and after pregnancy, and why they might quit; and the types of activities and programs that could reduce smoking among pregnant Indigenous women. Recommendations for tobacco control activities with pregnant Indigenous women included: training of Aboriginal Health Workers (AHWs) to enable them to deliver individual clinic-based control activities; program and policy development in organisations that work in with existing services, that support smoking cessation programs, and that support AHWs who smoke to quit; and community development activities that promote the unacceptability of smoking in Indigenous communities, that are holistic, that support pregnant women to quit, and that address social disadvantage.
