Hear our voices: community consultations for the development of an empowerment, healing and leadership program for Aboriginal people living in the Kimberley, Western Australia: final research report.

This report details the methodology and findings of a research project that was undertaken in response to the high number of suicides in the Kimberley region of Western Australia. The primary aim of the project was to develop an Aboriginal-led empowerment, healing, and leadership program that would appropriately meet the needs of the local community members. Community consultations were held to seek feedback from members on the development of such a program. Knowledge was also gained through a literature review and an examination of similar programs. The findings demonstrated an apparent need to support people to change their lives, with participants speaking of the need to initially focus on strengthening the individual and rebuilding family. Participants also spoke of the urgent need to focus on young people. The findings also demonstrated that the efficacy of a program was largely dependent on the program being culturally-based and the inclusion of traditional elements.

The Kimberley Aboriginal Medical Service Council standing orders (KAMSC SO) have been developed for the use of Senior Aboriginal Health Workers and Registered Nurses who provide health care at KAMSC affiliated clinics. The SOs enable an authorised person to autonomously handle and administer specific S4 drugs, without a prescribed medication order by a medical officer. The KAMSC SOs are consistent with the Kimberley standard drug list, KAMSC chronic disease and child and maternal health protocols and the Australian therapeutic guidelines. It contains information on:

  • assessing an adult
  • assessing a sick child
  • anaemia
  • abdominal pain
  • diarrhoea
  • burning urine
  • burns, cuts, bites, and ulcers
  • chest pain
  • cough and/or trouble breathing
  • ears
  • eyes
  • mental health
  • mouth and throat
  • sexually transmitted infections
  • skin infection.

Asthma model of care.

This resource offers information on best practice care for those at risk of or diagnosed with asthma across the continuum of care. The focus is on optimal pathways of care and the management of long-term conditions through self-management, disease and case management for people in metropolitan and rural Western Australia (WA). The Model builds on the knowledge and capacity underpinning current services for people with asthma and evidence-based best practice as documented in the Western Australian Chronic Respiratory Disease Service Improvement Framework (CSIF) November 2005.
The CSIF approach has been endorsed by Health Networks and sets out the following ten standards each relating to a stage in the disease continuum:
  • reducing the risk of asthma
  • early diagnosis of asthma
  • asthma self-management
  • assessing asthma severity
  • preventing acute exacerbation of asthma
  • stabilising chronic asthma
  • management of the acute episode in the Emergency Department
  • management of the transition of care/discharge planning
  • paediatric asthma management
  • asthma education.

Chronic lung conditions model of care.

This resource has been developed as an overarching guide to providing the right care, at the right time and by the right team for Western Australians with chronic lung conditions. It compliments the existing respiratory models of care by describing their common core service components. This guide sits hierarchically above the asthma, chronic obstructive pulmonary disease and cystic fibrosis models of care. The generic nature of the model provides a blueprint for implementing consumer and carer focussed health services for addressing more than one chronic lung condition and implementing more than one model of care.

Chronic obstructive pulmonary disease model of care.

This resource outlines best practice care for those at risk of or diagnosed with chronic obstructive pulmonary disease (COPD). The focus is on optimal pathways of care and the management of long term conditions through self-management, disease and case management.

The Model builds on the knowledge and capacity of the current services provided to people with COPD and evidence-based best practice as documented in the WA Chronic Respiratory Disease Service Improvement Framework (CSIF) November 2005.

The CSIF sets out the five standards, relating to a stage in the disease continuum, which are covered by this Model of Care including:

  • COPD prevention
  • early diagnosis of COPD
  • management of stable COPD
  • treatment and support during acute exacerbations
  • care and support at the end of life.

The objectives of the COPD Model of Care are to:

1. Outline a Model of Care including strategies to facilitate the implementation of the five COPD standards focusing on:

  • primary prevention particularly to target high risk populations
  • identification of all smokers and referral to smoking cessation services
  • optimised access to and use of spirometry
  • establishment of integrated, community based COPD services including pulmonary rehabilitation
  • management plans and service pathways across the disease continuum.

2. Briefly outline current service delivery and report on the implementation of the five standards for COPD as set out in the CSIF.

The Model seeks to improve access to services for people in both metropolitan and rural Western Australia.

The Standard on culturally secure practice (alcohol and other drug sector) has been developed for alcohol and other drug (AOD) agencies to gain a formal certification of a culturally secure practice.

The Standard contains seven performance expectations and criteria. Agencies are awarded a 'good practice' certification if they meet 80% of the essential criteria for each performance expectation.

The Standard is supported by a separate document, the Interpretive guide to the standard on culturally secure practice. The Interpretive guide helps agencies to achieve certification by providing examples of how to interpret and apply the standards.

The Western Australian Network of Alcohol and other Drug Agencies (WANADA) developed the document in consultation with the WA AOD sector, and with Indigenous AOD services Australia-wide. The Drug and Alcohol Office of WA and the Australian Government's Office for Aboriginal and Torres Strait Islander Health funded its development.
