The Australian Medical Association's (AMA) Indigenous health report card for 2012-13 focuses on the health and wellbeing of Indigenous children. It outlines the current research and evidence on the factors in the early life of Indigenous children may determine health outcomes later in life. It also provides evidence for policies, programs and measures that work to protect them against adverse social and physical conditions in early life. On the basis of that evidence, the 2012-13 report card makes a range of recommendations to governments to improve health and wellbeing in the early years, in the following areas:

  • development of a comprehensive plan for maternal and child services
  • support for families at risk
  • measures to keep children at school
  • strengthening community capacity
  • improving the living environment
  • ensuring better data, research and evaluation.

This report summarises the consultations which took place with Aboriginal people across the Northern Territory (NT) between June and August 2011. The aim of the consultations was to hear what Aboriginal people thought about the government's role in tackling the levels of disadvantage experienced, and what needed to be done to help build a stronger future for Aboriginal people living in the NT. The themes that emerged from the consultations included:

  • addressing school attendance
  • jobs
  • reducing alcohol-related harm
  • improving housing
  • taking more responsibility for their lives and communities
  • more effective and reliable services from all levels of government
  • more consultation with government
  • the implementation of the Northern Territory Emergency Response
  • the wish for a stronger future for young people.

It identifies key issues in drug diversion and assesses the factors contributing to the effectiveness of both Police and Court Diversion Programs. Several issues are highlighted for future improvement of IDDI policies in rural and remote Australia.

Responding to substance abuse and offending in Indigenous communities: review of diversion programs.

This report examines diversion programs currently available to both Indigenous and non-Indigenous offenders in Australia. This report is the first stage of a larger study evaluating the way that Australian Governments have sought to address Indigenous substance use and related offending. The report provides an overview of the type and extent of current diversion programs available and highlights the related issues and barriers to effective participation and completion for Indigenous offenders. The research for this report included literature research and consultations in all States and Territories. Findings suggest that is is necessary to consider the drug use problems specific to Indigenous offenders, and that programs should be expanded to include substances such as alcohol and inhalants.

This paper considers policies concerning kava supply, and looks at both the historical and current aspects. It also outlines the origins and rationale for the regulatory system currently being implemented. The paper is divided into three main areas of discussion: the establishment of informal kava supply networks and consolidation without regulation throughout the 1980s; a description of the 'black market' trade in kava and its control over kava supply; and a description of the implementation of new regulations under the Kava Management Act.
