State planning policy 3.2 Aboriginal settlements.

This Western Australian (WA) state planning policy applies to the planning and development of Aboriginal settlements throughout WA. The policy requires that all Aboriginal settlements in WA have an endorsed Layout Plan. Each Plan must be developed in consultation with, and endorsed by, the resident community. Each plan must include a drinking water source protection plan.

This policy is informed by the recommendations of the 1991 Royal commission into Aboriginal deaths in custody. The Royal commission, among other things, looked at the relationship between poor living conditions in remote settlements and compromised life chances for Indigenous Australians. One of the recommendations of the Royal commission was that 'the provision of housing and infrastructure to Aboriginal people in remote and discrete communities, including the design and location of houses, take account of their cultural perceptions of the use of living space, and that budgetary allocations include provision for appropriate architectural and town planning advice to, and consultation with, the serviced community.''

This policy was gazetted in 2011 and supersedes the 2000 iteration. The policy is made under the WA Planning and Development Act 2005. State agencies and local government in WA need to take into account this policy to ensure integrated decision-making in planning for Aboriginal settlements.
