The implementation of the Improving eye and ear health services for Indigenous Australians for better education and employment outcomes measure is managed by the Eyes and Ears Section of the Office of Aboriginal and Torres Strait Islander Health, Commonwealth Department of Health and Ageing. The measure expands eye and ear health services for Indigenous Australians, providing $58.3 million over four years from 2009-10.

This is a report about progress for the Aboriginal and Torres Strait Islander Health Performance Framework established to measure the impact of the National Strategic Framework for Aboriginal and Torres Strait islander Health. The report highlights improvements in vital aspects of Aboriginal and Torres Strait Islander health while acknowledging areas which remain unchanged and others which have worsened since the 2006 report.
The report covers areas including health determinants and behaviours, access to health care, child and maternal services, social and emotional wellbeing and management of chronic illnesses. Finally, the report considers the levels of resource expenditure required to strengthen the system of comprehensive primary health care for Aboriginal and Torres Strait Islander people.

This report is the second national summary of 56 health performance indicators for Aboriginal and Torres Strait Islander peoples. The indicators have been developed to monitor whether the health of Indigenous people is improving, and to highlight problem areas and priorities. Although information is given for separate states and territories, the relatively poor quality of current Indigenous health data makes comprehensive comparisons impossible.

The Australian Health Ministers' Advisory Council (AHMAC) produced this report (compiled by the AIHW for the Statistical Information Management Group on behalf of AHMAC) in order to inform policy makers and senior government officials on aspects of, and trends in, Aboriginal and Torres Strait Islander health.
This is the first report against the refined set of indicators endorsed by AHMAC in 2000, and the fourth time that all jurisdictions have reported against a set of Aboriginal and Torres Strait Islander national health performance indicators.
