The objective of juvenile custodial facilities should be to provide a humane, safe and secure environment, that assists young people to address their offending behaviour and to make positive choices about their lives, both during custody and upon their return to the community. The quality of services provided to young people in custody is fundamental to the achievement of the above objective. To ensure quality of services this document lists 46 standards grouped into the following 11 major areas of service:
