The Major infrastructure program delivers important infrastructure to the Torres Strait islands, including clean drinking water supplies, reticulated sewerage systems, and serviced sub-divisions. It is jointly funded by the Australian and Queensland governments and managed jointly by the government funders, the Torres Strait Regional Authority, Islands Coordinating Council and Torres Strait community councils.

This project assists 17 Torres Strait outer island communities in the operation and maintenance of water supply and sewerage services.
The community housing program aims to maximise the provision of adequate and suitable housing for Torres Strait Islander and Aboriginal people living in the Torres Strait region.
The Housing and environmental health: transport infrastructure development sub-program involves the upgrade of roads, airstrips and marine facilities on remote island communities in the Torres Strait region for enhanced access and transport safety.
The Major infrastructure program works to deliver essential, appropriate and sustainable environmental health infrastructure to the fifteen Torres Strait communities and the two northern peninsula area communities of Bamaga and Seisia.
