This handbook is a guide for all Link Up services in the delivery of family tracing and reunions for Aboriginal and Torres Strait Islander people separated from their families as a result of past governments' removal policies and practices. The handbook describes the requirements for providing these services which will help to make sure that all Link Up services across Australia meet the same standard.

The Link-up program was first supported by the Australian Government in 1998 as a part of the Australian Government's response to the Human Rights and Equal Opportunity Commission's publication Bringing them home, which reported the findings of a national inquiry into the separation of Aboriginal and Torres Strait Islander children from their families.
