The Council of Australian Governments (COAG) held its 24th meeting in Canberra on 29 November 2008. The key discussion points and outcomes from the meeting relating to Indigenous issues are described below.

COAG agreed to the National Indigenous Reform Agreement (NIRA) which provides a summary of action being taken against the closing the gap targets as well as the operation of the mainstream national agreements in health, schools, vocational education and training (VET), disability services and housing and several National Partnerships.

COAG has asked for a Regional and Urban Strategy to coordinate the delivery of services to Indigenous Australians and examine the role that private and community sector initiatives in education, employment, health and housing can make to the success of the overall strategy.

An agreement was made to convene a dedicated meeting in 2009 on closing the gap on Indigenous disadvantage. It was noted that COAG will work to develop a further reform proposal, including benchmarks and indicators for improvements in services and related outputs relevant to family and community safety, for consideration at this meeting.

The biannual Overcoming Indigenous Disadvantage Report, which reports against key indicators of Indigenous disadvantage, was discussed and COAG agreed to a new framework for this report that is aligned with the closing the gap targets.
