Managing alcohol in Tennant Creek, Northern Territory: an evaluation of the Tennant Creek Alcohol Management Plan and related measures to reduce alcohol-related problems.

Casuarina, NT: Menzies School of Health Research

This report documents the implementation of the Alcohol Management Plan (AMP) in Tennant Creek, NT, in August 2008, and the implementation of changes to the licence conditions governing liquor outlets in Tennant Creek imposed two years prior to the commencement of the AMP, in July 2006. Central to these changes was the withdrawal of a ban on takeaway sales from major outlets (Thirsty Thursday) that had been in place since the mid-1990s.
The AMP consists of 11 strategies, grouped under one of the three categories of supply reduction, harm reduction and demand reduction and associated with 40 proposed measures. Some of the measures target immediate change and others target longer term cultural shifts. Progress on each of the measures was used to assess the implementation of the AMP.

Overall, the introduction of the AMP has restored some, but not all of the ground lost in relation to alcohol-related harm following the revocation of the Thirsty Thursday provisions. This report makes three recommendations including the reconsideration of the principle underlying the Thirsty Thursday restrictions.

Responding to substance abuse and offending in Indigenous communities: review of diversion programs.

Canberra: Australian Institute of Criminology

This report examines diversion programs currently available to both Indigenous and non-Indigenous offenders in Australia. This report is the first stage of a larger study evaluating the way that Australian Governments have sought to address Indigenous substance use and related offending. The report provides an overview of the type and extent of current diversion programs available and highlights the related issues and barriers to effective participation and completion for Indigenous offenders. The research for this report included literature research and consultations in all States and Territories. Findings suggest that is is necessary to consider the drug use problems specific to Indigenous offenders, and that programs should be expanded to include substances such as alcohol and inhalants.

This report presents the results of a study which aimed to determine the effectiveness of past and existing alcohol restrictions applied throughout Australia. The study found that alcohol restrictions in Indigenous communities are effective but only where community consultation has occurred. The study also suggests that these restrictions should be complemented with measures to address the underlying causes of alcohol misuse. The report aims to provide practical guidance for Indigenous communities addressing alcohol related problems.
