This plan provides a long-term, evidence-based policy framework as part of the Council of Australian Governments' approach to Closing the gap in Indigenous disadvantage. The Australian Government worked in partnership with Aboriginal and Torres Strait Islander people, Aboriginal and Torres Strait Islander community groups, and peak bodies to produce the plan.

The plan builds on the United nations declaration on the rights of Indigenous peoples, with a focus on:

  • policies and programs to improve Indigenous health
  • social and emotional wellbeing
  • resilience
  • promoting healthy behaviours
  • the centrality of culture for health and wellbeing
  • the right of people to be safe and empowered.

This report is the result of a Senate Community Affairs Committee inquiry into Australia's domestic response to the World Health Organization's (WHO) commission on social determinants of health report Closing the gap within a generation. It includes:

  • a broad overview of the theory and evidence indicating that social determinants play an important role in individual health outcomes in Australia
  • a summary of the World Health Organisation published report Closing the gap in a generation and its key recommendations
  • a discussion of government responses to the social determinants of health in Australia - current state and Commonwealth government initiatives are reviewed, including Closing the gap initiatives and South Australia's, Health in all policies approach
  • a summary of the current data gather mechanisms for the social determinants of health, as well as arguments regarding the efficacy and appropriateness of current efforts.

The inquiry comprised of 68 public submissions from organisations and individuals and four public hearings. Submissions, additional information, the Hansard transcript of evidence and responses to questions on notice can be accessed through the committee's website at the link below.

The report makes five recommendations.

  • the first assesses progress against the Council of Australian Government's Closing the gap targets and the implementation of the commitments in the Close the gap statement of intent. It considers this assessment in relation to the renewal of the National partnership agreement on closing the gap in Indigenous health outcomes which expires in June 2013
  • the second part of the report examines developments in partnership and planning with a focus on the National Aboriginal and Torres Strait Islander health plan due for completion and implementation in mid-2013. It emphasises the need for the plan to be developed in partnership with Aboriginal and Torres Strait Islanders and their representative bodies.

  • why it is important to ask clients if they are Aboriginal and/or Torres Strait Islander
  • how to ask the question and respond to difficult questions
  • how to complete a quality improvement cycle to increase accuracy of recording.

It was developed by the Victorian Aboriginal Community Controlled Health Organisation (VACCHO) in collaboration with Mungabareena Aboriginal Cooperative and Rumbalara Aboriginal Cooperative.

This report by the Standing Committee on Aboriginal and Torres Strait Islander Affairs presents findings from an inquiry into the high levels of involvement of Indigenous juveniles and young adults in the criminal justice system. The committee was focused on identifying reasons for the continuing over-representation of Indigenous young people in custody, and specifically ways of prevention and early intervention to curb this.

A major finding of the committee was the need for the Closing the gap strategy to include a national partnership agreement specifically relating to the Safe communities building block which would be inclusive of specific targets relating to justice. The committee made 40 recommendations to the Australian Government.
